Need a copy of an oil tank decommissioning report?

Since there is an abundance of older housing stock in the City of Seattle, it’s not uncommon to have the question of whether or not an oil tank is on a property. To determine if a tank has been decommissioned it is possible to contact the local Fire Department and have them look up the address to the property and see if one has been filed.  In this case I called the Fire Marshall’s office for the City of Seattle

Most decommissioning reports have only been in place for roughly the past 10 years so if it was done earlier you may not have a record available to you.  I’ve found that most municipalities are similar in process to this method of investigation so depending on where you live, you’ll want to contact the fire department responsible for your area whether in city limits or in an unincorporated area. 

Most reports are faxed and not emailed, so be sure you can provide a fax number to whomever you speak to.  Some lenders require a copy of decommissioning reports so be prepared to give a copy to your mortgage company/broker/lender, escrow and other parties as necessary.

Another Stage 1 burn ban for Pierce County

Message from the Puget Sound Clean Air Agency

February 3, 2009 — Due to deteriorating air quality, the Puget Sound Clean Air Agency is issuing a Stage 1 burn ban for all of Pierce County, effective today at 2:00 p.m., February 3, 2009.

Air quality is being impacted by a slow moving high pressure system in the Puget Sound area. Impacts are greatest in Pierce County, and stagnant conditions and rapidly rising air pollution levels are not anticipated to improve before Thursday night.

During a Stage 1 burn ban:

*    No burning is allowed in fireplaces or uncertified wood stoves, unless this is your only adequate source of heat. Residents should rely instead on their home’s other, cleaner source of heat (such as their furnace or electric baseboard heaters) for a few days until air quality improves, the public health risk diminishes and the ban is cancelled.

*    Natural gas, propane and pellet stoves or inserts ARE allowed.

*    No visible smoke is allowed from any wood stove or fireplace, certified or not, beyond a 20-minute start-up period.

*    All outdoor burning is prohibited, even in areas where outdoor burning is not permanently banned. This includes recreational fires such as bonfires, campfires and the use of fire pits and chimineas.

*    Burn ban violations are subject to a $1,000 penalty.

This ban is in effect until further notice.

The Washington State Department of Health recommends that people who are sensitive to air pollution limit time spent outdoors. Air pollution can trigger asthma attacks, cause difficulty breathing, and make lung and heart problems worse. Washington institutes another disclosure policy for agents and those they do business with – this time it’s property inspectors

It’s been common for a while that real estate agents and brokers must disclose if they have any affiliated business arrangements with title, escrow, or financial institutions involved in a transaction.  Also, agents are required to disclose if any other service they provide or refer gives compensation to the agent in return for the business.  Examples would be cleaning services, staging companies, etc.

Now, this has spread to familial or business relationships with property inspectors.  Typically I would think that this would be normal if there was some ownership of family relationship but it has spread to include if the home inspector has ever used the agent’s services in the past.  I find that part a bit odd. 

I’ve got many property inspectors who I know, having met them over the years we’ve been in business, and we list several on our website that our clients can choose from if they don’t have a preferred person of their own.  One of those inspectors who we met originally via a client, and then again through the Seattle Chamber of Commerce, has used our services in the past but only because he saw over the years how we treated our clients and the level of professionalism that we offered.  So far we have only done a couple of transactions together and none of these have had any sway over how we might do business with one of my own clients.  But, we’ll create the disclosure form nonetheless and abide by the new rules.

Burn ban in King, Kitsap, Snohomish and Pierce County has been cancelled

The stagnant weather pattern of this past week is finally eroding, bringing improved mixing and dispersion of the fine particle pollution – and ultimately, cleaner, healthier air.

Burn ban raised to level 2 for King, Kitsap, Pierce and Snohomish counties

Stage 2 burn ban called for King, Kitsap, Pierce and Snohomish counties

January 19, 2009 – Due to stagnant weather conditions and elevated air pollution levels, the Puget Sound Clean Air Agency is issuing a Stage 2 burn ban for King, Kitsap, Pierce and Snohomish counties, effective at 12:00 p.m. January 19, 2009.

Stagnant conditions in the lowlands of the Puget Sound area continue with no relief expected during the next 48 to 72 hours. Air pollution levels have risen sharply in some areas. Offshore winds are expected to weaken today, enhancing the impact of pollution being emitted into the air. This Stage 2 ban is expected to remain in place until Thursday.

During a Stage 2 burn ban:

     NO burning is allowed in ANY wood-burning fireplaces, wood stoves or fireplace inserts (certified or uncertified) or pellet stoves, unless this is your only adequate source of heat. Residents should rely instead on their home’s other, cleaner source of heat (such as their furnace or electric baseboard heaters) for a few days until air quality improves, the public health risk diminishes and the ban is cancelled.

     Natural gas, propane and pellet stoves or inserts ARE allowed.

     Regulations prohibit the emission of any visible smoke, even if your fireplace, pellet stove, or wood stove is your only adequate source of heat.

     All outdoor burning is prohibited, even in areas where outdoor burning is not permanently banned. This includes recreational fires such as bonfires, campfires and the use of fire pits and chimineas.

     If our agency inspectors see any smoke being emitted from a chimney during a Stage 2 burn ban, they can assume a fireplace, wood or pellet stove is in use and a penalty is warranted.

     Burn ban violations are subject to a $1,000 penalty.

(Note: The Seattle Parks Department prohibits beach fires at Alki and Golden Gardens during the burn ban.)

January 18, 2009 – Due to stagnant weather conditions and increasing air pollution levels, the Puget Sound Clean Air Agency is expanding a Stage 1 burn ban to include King, Kitsap and Snohomish counties effective 12:00 PM, January 18, 2009. The ban in Pierce County issued Friday remains in effect. 

Stagnant weather conditions are entrenched over the Puget Sound area and expected to persist through Wednesday night. These conditions greatly increase the potential for air pollution to reach levels considered unhealthy for sensitive population groups. The Clean Air Agency is closely monitoring these conditions and will take additional actions as necessary if conditions degrade to unacceptable levels.

During a Stage 1 burn ban:

*No burning is allowed in fireplaces or uncertified wood stoves, unless this is your only adequate source of heat. Residents should rely instead on their home’s other, cleaner source of heat (such as their furnace or electric baseboard heaters) for a few days until air quality improves, the public health risk diminishes and the ban is cancelled.

1st burn ban of 2009 for Pierce County in effect

Stage 1 burn ban called for Pierce County

First Puget Sound-area burn ban of the season and first since a new state law went into effect

January 16, 2009 — Due to stagnant weather conditions and increasing air pollution levels, the Puget Sound Clean Air Agency is issuing a Stage 1 burn ban for Pierce County, effective at noon, January 16, 2009. 

Air pollution levels in King, Snohomish and Kitsap counties do not warrant implementation of a Stage 1 burn ban at this time. Clean Air Agency staff are closely monitoring these conditions and will take additional actions as necessary if conditions degrade to unacceptable levels.

Stagnant weather conditions are entrenched over the Puget Sound area and are expected to persist through Monday. These conditions greatly increase the potential for air pollution to reach levels considered unhealthy for sensitive population groups, especially in Pierce County. In many areas persistent fog and mixing are providing some benefit and helping to keep pollution levels in acceptable ranges. 

During a Stage 1 burn ban:

*     No burning is allowed in fireplaces or uncertified wood stoves, unless this is your only adequate source of heat. Residents should rely instead on their home’s other, cleaner source of heat (such as their furnace or electric baseboard heaters) for a few days until air quality improves, the public health risk diminishes and the ban is cancelled. 

*     Natural gas, propane and pellet stoves or inserts ARE allowed.

*     No visible smoke is allowed from any wood stove or fireplace, certified or not, beyond a 20-minute start-up period.

Team Reba expands its real estate investment offerings…

You’ll see in the post below a program that we at Team Reba have signed on to be part of whereby we are part of the investment group purchasing properties in a 14 state area that are in either foreclosure or short sale position, or both.  With the laws in Washington State having changed to deter anyone, including law abiding investors, from working with sellers of homes in foreclosure with equity, the doors to many investment opportunities closed.  A minor group of individuals were scamming homeowners and lying about how they would help them, knowing full well their intent was to skim equity from the owner and leave them high and dry.

I personally feel very confident in this program for several reasons: 1) my broker is standing behind it from the standpoint of recognizing it as a viable vehicle for investment as well as providing a reasonable offering to homeowner’s in financial distress, 2) with that, our broker had the company attorney review documents used in the program, and 3) it provides an offering to our investment clientele that they might otherwise not be able to tap into.  But, above all this – the final result is that it helps homeowners who are in a tight financial spot and who cannot get out of it on their own.

The close rate of the company is high (75-80%) in an area of real estate contracts that is frequently hit or miss if people uneducated or unprepared for the process are handling it.  Having worked with short sales in the past (successfully, I’ll add), I can appreciate the process and systems in place that make this program work so well.
